Tethering issue

Under GENERAL:NETWORK:INTERNET TETHERING

Here is the issue. Most of the time the INTERNET TETHERING just sits there thinking. It's supposed to give you the option to Set Up Internet Tethering but most of the time my phone gets stuck which causes the phone to slow down significantly.
Suggestions?

I have reinstalled the OS twice. Once with the same update from my iTunes account and once from an admin account.

stupid question, do you have tethering enabled on your at&t account?

No I do not. Im curious if I set it up if that will relieve the issue.

I'm not interested in tethering. I am, however, interested in stoping the phone from constantly trying to tether.
