I have the hotspot enabled on my iPhone 5 on Verizon... I have 1-2 bars of LTE at work (pretty bad signal in my office) and these are my results:

My android hardly EVER broke 11mb down...
Upload speeds seem to suffer more from low signal, however, ill surely take 2-3mb up with such low strength!! (when I have full bars its normally around 30-35 down 15-17 up).
