sorry if this is stupid question. I searched the forums, but I didn't find posts that specifically answered.

If I have one iPad cellular and one iPad wifi, can I create a hotspot on the first iPad so the second can share the data plan? Does doing that cost extra money?

Most of the time it costs extra for a tether plan. Which carrier are you with?
 
For now, tethering is enabled for all paid data plans on T-Mobile. It doesn't look like there is a limit either because tethering doesn't show up under usage.

It is also working for me using a sim card with just the free 200MB on it.

For AT&T to enable tethering, you need to pay for the $50 data plan.
