I have the iphone 3G and when I look in "general>network>internet tethering" there is a small cog wheel spinning at the end of internet tethering what is this & if possible how do I get rid of it.

It is there to check and see if you have tethering set up. It should stop spinning after a few seconds. If you don't have tethering set up, you should then see the button change to the title "Set Up Internet Tethering". It will not make any difference to your phone operations if you see that. It just has to do with the setup. If you go out of the setup section, it will stop.
