Tetherme not working anymore?

It's supposed to enable native tethering.

I've tried reinstalling and rebooting phone...but when I go to tethering it now says "set up internet tethering" and tries to get me to call at&t or go to the website to pay for it. The toggle on SBSettings won't work either.

Any idea what's going on?

Works fine on mine; version 1.3-20, which appears to be the current one, on iPhone 4 running 4.0. What firmware are you using?

Works for me. iPhone 4, 4.1

Try reset network settings and reboot again.
