Text and Wallpaper

I want to create and insert text onto a selected wallpaper. I use Safari on a mac os tiger PC. Not sure how to begin. The wallpaper (found on the internet) is displayed on my desktop beautifully, but I want to also include a message. Thanks in advance for any tips.

Have you tried opening the picture in a graphics package, adding the text, save the file and add it as a wallpaper? That should do the trick if I have understood you correctly.
