Text Delays

Over the last few days I have noticed that incoming and outgoing texts have been delayed. Sometimes a sent text won't be received for an hour after it was sent. I will also receive a new text alert and when I go into messages and the time stamp is sometimes 5 min to an hour earlier! Any idea what is going on? I have tried restarting my phone with no change. It is doing the same thing with iMessages and text messages. I have an iPhone 4S running 5.1.
