Text Message Delay

I am having a significant delay receiving messages on my 6s. My ipad will notify me of a new message and it is at least a couple of minutes before my 6s provides notification and they are sitting right next to each other. I did not notice this with my 6+.

Anyone else having this issue? It seems like it would be related to the 6s and not IOS 9 since I am running IOS 9 on both devices??
