I am noticing once I got my new phone with IOS 13 on it that text message forwarding is no longer working as well as I try to send a text from my Mac now and it will not work. When I go into settings for Messages I no longer see text message forwarding as an option any longer. Anyone else having the same issue?

Make sure you are signed into Messages with your Apple ID. Sometimes when switching devices it'll activate iMessage but not your Apple ID. They have to all be on the same ID that the other devices are on.
