iPad Text message on lockscreen the icon blinks ?

I just noticed this today, i got a text message on my ipad , the ipad was a sleep so it turned on & it showed the text message but with the sms icon blinking/flashing

Is this normal for the ipad or a tweak that im using?

Im talking about the green icon here
