It appears with the latest iOS 11 GM that changes (in particular, deletions) made under Text Replacement (Settings > General > Keyboard > Text Replacement) might possibly be taking effect and holding across multiple devices.
Since I can remember, any attempt to delete shortcuts from Text Replacement was futile - they would reappear within hours, never disappear from other devices, etc. Which made it impossible for me to delete shortcuts for an old work email address, mailing address, and a handful of other random scenarios.
I deleted a handful of items on my iPhone this afternoon and here, miraculously, I just noticed the deleted items are no longer showing under Settings on my iPad Pro.
