Hi,

Can it be possible to convert the text to speech.

I mean can we get the speech (audio) of the selected text using native iPhone sdk APIs or in any other way in the iPhone App

There is no built-in text to speech API that you can use. You would have to provide your own.

Any idea on how can we implement Text to speech API, and also do Appstore HIG/Approval review process guidelines can have any rejection reasons , as of your knowledge.

Are you serious? Either spend the next few years writing your own from scratch or get on Google and find a suitable one to use and learn to use it.
 
Apple does not provide any SDK support or library that you can use for text-to-speech via a public API. So you have to include your own text-to-speech library. CMU's flite library is one that has been ported to iOS. There are several apps that use such text-to-speech libraries in the App store.
