Text to Speech not working

Text to speech / Speech to text not working in any app. I can see the microphone and the volume slider moving but no text is being entered in the apps or programs. Siri works. I'm running the public beta of Mojave.

After working on this for a day, making changes and rebooting, and even doing a TM Restore, found that disabling the "Use Enhanced Dictation" under Keyboard > Dictation Speech to Text is working again.
