iPhone XR Texted videos coming through small/pixilated

my wife, son and I all have iPhone 10 xr's. all are up to date. all of a sudden, if one of us tries to send a video that we took, the recipient receives a video that is tiny and pixilated. what gives? not every time, but most of the time.

Are the videos being sent as an iMessage? How long are the videos?

One solution would be sending them as an iCloud link instead by following these instructions.

yes, iMessage, just like we have been for the last 10 years. I haven't changed a thing as to how we do this...unless un update took it upon itself to change something? Videos could be anywhere from two seconds to two minutes. same result.

That often happens with videos from my mom, if she tries to send them in an area where she does not have a good cell signal and no wifi.

In my case the (Verizon) signal is always very strong. What's more is that it also happens when we're in our house using wifi which also has a strong signal.
