Texting:one phone on plan won't

Hi everyone. Thanks for any help.
I have a family plan, and I've selected and registered for the $5 200 text plan for each of the two phones on the plan.

The 3GS on the plan will send and receive texts, the 3G won't. As far as I can tell, the settings for messages are identical.

Have I missed a setting or something?
