This has been driving me CRAZY.

I can send and receive iMessages just fine but when it comes to regular SMS I constantly get “Not Delivered!” notifications. But sometimes the people I’m texting say they’re getting the messages and sometimes they don’t?? What is going on and how do I fix this?

If anyone could shed some light on this it’d be greatly appreciated. It used to happen sporadically but it’s getting more and more frequent. I have an iPhone Xs Max on Tmobile.

Data turned on? I know it sounds silly but iMessage you can send with just WiFi (and some texting too, though spotty). Is it just your phone, like can you SIM swap and repeat the issue? I'd look more closely at your data settings, specifically:
1. Data Roaming
2. Send as SMS
