The application can not be launched

I have 2 accounts. one account opens up dmg's just fine

the other main account does not. it states that "the application could not be launched -5000"


Any ideas on what this is? thanks!

Note: I can not open the downloads folder but i can drag stuff from it

Note: Figured it out. I did a time machine restore and the folder referenced was with a different user name. replacing the folder solved the issue
