I wish to convert .dv files to the best format possible, in order to send it to people who will watch them easily with convenient players, or even place them on usb sticks that will be connected to their tv display. All i have as apps are concerned is Premiere Pro CC2017. What conversion do you recon i should do?
 
I don't even know if Premiere Pro CC can open DV files. I use DV camcorders for making videos for my YT channel sometimes and generally I use QuickTime 7 to export those files. If you have access to an OS capable of running QT7, I can give you the settings I normally use as those settings produce good results. You might also try HandBrake and play around with those settings a little.
 
If you were to choose using either MPEGStreamclip or PremiereProCC2017, which would you choose and why?
 
If I understand it correctly, MPEG Streamclip is a 32-bit app, so no Catalina. This may not be an issue for you. Handbrake (which requires VLC - both free) may be another solution.
