Im putting this in section because its the machine I had the issue occur macpro 4,1. I just wanted to post my experience as I did not find much of a straight forward answer in a solution.

I suddenly got this error trying to set startup for windows disk through the system prefs. Not sure what happened but have been using it for years this way and no problems. Not trying to use past high sierra as I use a vidcard that wont work. Only thing I think triggered it is the latest security update/nvidia.

Nothing worked from running chkdsk and uninstalling tuxera to checking disks on the mac side.

Was not sure why I did not want to do a pram reset but was reminded when I needed to re disable sip
but that was all that was needed to fix it.
