iPad Pro The Cellular iPad doesnt get my forwarded iphone text message

Is this normal?

So I have an ipad mini that is NOT cellular. I forward my text messages to it, and it gets normal Text messages and imessages just fine.

But my CELLULAR Ipad Pro, I have noticed only gets my iMessages and not normal text messages.

Is it because the Cellular ipad has its own number, which is the reason why it wont get normal messages?

Is there a fix?

I have a cellular iPad Air, and my regular text messages are delivered to both. I do have AT&T with numbersync, but it was working prior to that also. In settings>messaging>text message forwarding, have you tried turning your iPad off and then back on I have had to do that after an update before to get it working again.

I have two cellular iPads and they both work fine with forwarded text messages. I would try turning off text message forwarding for that iPad and go through the set up again.
