Does this mean anything? Like this being an "s" model of sorts where the iPad 5 will be a bigger jump in specs and design next year?

That's the model number nothing more. The iPhone 4S is the 4,1, the iPhone 5 is the 5,1 and the 5s is the 6,1.

That's the ipad3 wifi model. From the IPSW naming, the ipad4's are 3,4 for wifi; 3,5 for gsm; 3,6 for cdma. ipad3's were 3,1 through 3,3

Generally they seem to, perhaps there wasn't enough internal (from a firmware perspective) difference between ipad3 & ipad4 to justify full model number change to whomever decides such things? *shrug*
