The files app update coming with the “backordered” iPadOS 16 release involves careful coordination with Mac OS and iOS. Bullet-proof file system compatibility is an absolute requirement before the os can be released. The potential consequences on a Mac’s files from an action on an iPad could be catastrophic, or vice versa. I suspect this is delaying the os release mote than anything else.
