The Firefox " clear private data" screen ...

The splash screen (to clear cookies etc) is appearing before Firefox opens , as in just after clicking on FF to open the app.

I have FF set to clear cookies and such when I close FF but it is presenting the splash screen both before & after ....what's going on , any ideas ?
