Actually, small refreshes/silent upgrades have been going on with the OSX devices for years now. Given how big the iPad market is, I'd say "its about time."
 
Yeah it's more in line with Macs, not iPhones.

No iPhone upgrade has been incremental, Mac upgrades are incremental.

No offence, but what do you consider the iPhone 3Gs and the 4s as? They only look like internal hardware upgrades to me. 'Incremental' might not be the right word I used but, you know what I'm saying.

Yeah, design is only ONE feature, the 3GS added 3G and GPS, and the 4s improved EVERY aspect of the 4 but kept the same design.
