T-mobile has Edge only in US, you would need a data plan for that. Wifi at a hotspot would be free.

TomTom has maps already on the phone and should not need the internet as far as I know.

It depends on your plan. If you have unlimited data, then you can use your phone tethered 'till you turn blue.

If you have a fixed amount of DATA included in your plan (100mb or 1GB for example), then you won't pay more until you pass that limit. From then you will pay per megabyte, and pay through the nose as well.

If the Nav App downloads maps on the fly, then that will contribute to the overall internet traffic usage. GPS is free of charge to use.
