The mac charger mini problem/ battery..

so when i leave my charger plugged into my mac.. sometimes the light doesnt show up then i unplug it and plug it back in and its fine.. should i get a new one?

and also.. when i leave my mac charged.. it drains it slowly..
from like
100% to 99% to 98%...
is that bad?
