Man oh man, I don't know if anyone out there is keeping up with this National Endowment for the Arts situation, but it's quite interesting.
For those who haven't heard:
The NEA sent out a note about a design "competition" to create a new logo for their 'Art Works' slogan. Fine, good. No problem there. They would like for any interested designers to submit TWO LOGO CONCEPTS for the NEA to judge. Winner gets the $25,000 contract for design.
So basically, they are asking for speculative work. And on top of that, the "winner" will forfeit any rights to the winning logo once the contract is awarded.
The AIGA has responded: http://www.aiga.org/content.cfm/what-is-aigas-response-to-the-nea-call-for-logos
And the NEA has responded to their response: http://www.arts.gov/artworks/?p=809
