I keep hearing news about the "new powerbooks" coming out soon. Are these G5 PBs? Or are they more loaded and updated G4 PBs?

If and when the new ones arrive, they'll be G4 PB's that are updated. G5's are currently too hot to put into a laptop.

The general concensus is no, not this time. Sometime next year is more likely, probably the rev of the powerbook just after this one. That said, the longer we go without seeing new powerbooks, the more likely it gets that they will have G5's. Hopefully the 'books will be out within the next 30 days, without G5's so I'm not afraid to buy one (I'm not to big on being a rev.a guinea pig) 'cause I need to get an 12" laptop... either iBook or PB depending on if there's an update, and what that update entails.
