I think he's saying that the Apple Menu (i.e. the menu that pulls down when you push the blue apple in the upper left hand corner) will become similar to the Start Menu in Windows when Leopard comes out.

Translation: I think the transparent edges of the windows is a useful feature despite what most people think. I don't think it is a distraction, but think it help you see useful information below.
