macOS The state of resolution independence in Mac OS X

Is resolution independence virtually dead in OS X? I briefly tested with Quartz Debug in Snow Leopard and it's terrible:

It seems like Apple used to push it heavily, but they barely support it in their own apps and still use bitmaps everywhere. What gives?
