I had a spare 500 GB HD and I installed High Sierra on it using DiskMaker 7. I booted the recently bought used 2.3 GHz Mac Mini from the external Hard Disk and it booted properly. My only issue is the display. I cannot see the the top menu and even the bottom task bar is half visible. The configuration of the Mac Mini is 2.3 Mid 2011 Mac Mini with 2 GB Ram and built in Intel graphic 3000. I am using a 21 inches HP Monitor. I tried the various resolutions and also the default resolution but still I cannot see the top and bottom part of the display. After this display problem is resolved I will install this hard disk or a 500 GB SSD inside the Mac Mini. Also I will increase the memory. Kindly help me to solve this display issue.
 
Which OS is on the internal hard drive?

Have you checked to make sure the system has the latest Boot ROM?
 
Yesterday I connect my Mac Mini through HDMI cable to my 65" LG 4K TV and the display was perfect. I chose the resolution of 1360*768. Unfortunately this resolution is not available on my 21 inches HP Monitor. Kindly offer suggestions to resolve this problem.

Choose the native resolution of your monitor or "Default for Display" in settings, not some other resolution. Also try different cables, or use the mini display port out.
 
I have used both display connections - the HDMI and the thunderbolt and also used "Default to Display" in settings but the results are the same - I cannot see the top and bottom bars properly.

Sounds like an overscan issue. Try adjusting the settings on your monitor, something like adjusting the zoom or setting it for full pixel, or PC mode, or something like that.

You are right. It was an overscan issue. I tried to adjust the setting on my 21.5 inches HP Monitor as you suggested and I found that the overscan setting was set to "Auto". I set the Overscan to "Off" and Voila! the screen displayed the top menu and the bottom bar in their entity. It was a relief to find a solution to this perplexing problem. I am taking this opportunity to thank you and everybody for their help.
