I discovered something quite interesting:

These are flash-based, and they always reported reliable values. Even the ISPs tool, which are known to cheat as they are connected directly to the ISPs backbone, behaves like this:

If you substract 8-10% overhead, these values are pretty much correct.
If this is really flash's cause and it behaves in other areas just like that, I can see why Apple wants flash gone. These speedtests seem to report correct values on Windows, so for me that only leaves flash.
Just a coincidence or can anyone confirm such a bad performance of flash?
