Silver for some apps...

How about Apple supported theming for the next iPhone???

They could be testing out different themes for different apps to test the feature.

Doubt it, that's a software update, would have been mentioned with iOS 6 if it was anywhere near ready.

Not an iOS 6 feature.... NEW iPhone feature. So they would not announce at WWDC.

It's this way because iOS isn't a mobile OS. It's an app launcher. They don't want it to look like a cohesive OS, they want you to remember to do every single thing with a different app, which puts more revenue in their pockets.

Blue scheme for some apps

Not just blue... The only scheme this follows is that the status bar just uses the color from the element below it. Probably depends on how you designed that element with the SDK, as it doesn't work for all Apps.
