There is absolutely no reason why I should have to enter my credentials here manually, or any of a hundred other system dialogs that come up routinely that do not offer Touch ID as an option. It just makes the inclusion of Touch ID itself that much more worthless.

But then again this is the same Apple that, after 15 years of it not being a problem in Safari at all, decides I now need to manually approve access to the Downloads folder for every website.

The password credentials issue is up to the app developer to resolve. They must support biometric security. The alerts are Apple's way of making sure you know what apps/websites are gathering/accessing within your device. There's no way to turn that off, and IMO, there should not be. I want to know and approve.

With regards to the website downloads, Apple has decided that you need to give permission to websites for that. Complain to Timmy. Personally, I don't mind the notifications - it's better than getting spammed with downloads for simply visiting a webpage.

What you describe is not realistic in the least and was not an issue for 15 years of Safari. It is only an issue now because lawyers instead of designers are in charge at Apple.

And no, the password credentials issue is not up to developers. Apple still maintains a specific authorization threshold where Touch ID is not accepted, only the password, and that is absurd.
