Could be a different design, even if they are both 5W. Apple changed everything else, connector and the headphones, might as well change the power adapter too.
 
Why does the chart on the old one not include the iPhone 5?

That's an over site on Apple's part. That page has not yet been updated. They are both compatible with the new iPhone because they both conform to Apple's high power iDevice USB specifications.
 
Something of note in addition to the fact that they're electrically identical, is the fact that this "new" adapter is $10 cheaper, $19 instead of $29.

Exactly. It will work just like the 4S, with anything between 500ma and the full amp working. The physical cable is the issue.

But the new power adapter doesn't include the iPhone 4S, 4,3GS or any device that wasn't announced wednesday.

If you look, it's cheaper because it doesn't include a dock cable. The "older" 5W one includes it, hence the reason why it's $10 more. :)

The iPhone 5 will charge from any USB port that has 5 volts on the power lines and between 2 and 3 volts on the data lines. The old iPhone 3G-4S power cube fits that. As does all of Apple's other USB chargers, even the really old ones. The new adapter's page does include all other iDevice going as far back as 2006 except the iPads. However, it can charge the iPads and all iDevices that have the ability to charge via USB.

And why it won't work for the iPhone 5. It's got the old dock cable cord. I'm sure the adapter will work just fine. They are both 5W and I bet both the same current and voltage.

Also the reason that the old one doesn't support the iPhone 5. The charger is identical, but one comes with a 30-pin adapter.
