They forgot the add iTunes 12.3 update?

I just installed the new El Capitan and checked the update right away and noticed that iTunes 12.3 update is available for download. Do they forgot to add iTunes 12.3 update on today El Capitan release?

iTunes is always provided as a standalone package for update for either Mac OS X user or Windows user, although, Mac user may download new iTunes versions from Apple.
