Honestly, I've tried to find the answer with internet and forum searches, but apparently my search-foo is weak.

I have a 7series running 9.3.1. I know that the blue flash around the edge of the display indicates that accessibility options are turned on. But there is also a short, thick blue bar that appears near the top edge of the face. It usually flashes along with the blue border but stays visible a little longer. Sometimes it will appear without the blue border.

What does it indicate?! 🤬 I can't find a mention of it anywhere. A little help would be appreciated.

Took a few tries. It seems to go away when a button is pressed, so I had to anticipate its appearance and press early to capture it! Does anyone know of what it's an indicator?
 
The only thing i can find relating to a blue line on a watch face is a blue border around a watch face if assistive touch is turned on. You could check in the watch app at Settings > Accessibility > AssistiveTouch to see if thats turned on and that particular watch face isnt showing the border correctly but not 100% sure thats what it is.
 
Does it happen on other faces and have you tried one by one changing the apps you have loaded on the watch face?
Yes. It does it on every watch face. Some of the faces have different complications, so I don't think it is related to that. I thought it was related to notifications, but it appears whether there are notifications or not.

I get the blue border because I have assistive touch enabled (double tap two finger zoom). If I turn that off the blue border doesn't appear, but that thick blue line is still there. I think it must be related to a setting I have enabled, but I haven't gone through them all to see if disabling one turns it off.

So I actually just did some digging around it’s indicating that quick actions is turned on!
