Thinking of getting Iphone

Have a of question about the iphone.

1. If I buy an iphone, do I have to activate it before I can use it as an Ipod?

I can get my hands on an iphone for pretty cheap but don't want to pay two different carriers (Verizon and At&t) is there a way around that?
