...and I have Comcast with a 250 gb bandwidth cap. Does that mean my back ups will eat up this bandwidth allowance?

No. The time capsule is on ur Local network. Comcast only charges for use on their outside, Internet.
 
Am I right to assume that other items such as my AppleTV and Slingbox won't take up the bandwidth allowance as long as the devices are in the same local network as the computer?
 
If you're accessing the slingbox outside of the network - ie streaming to a PC, iPhone, etc - outside of your home, the slingbox WILL eat up your bandwidth.

If you're just watching TV in another room of your house on your network - then you will be fine.
