Just a tip for anyone like me that has bought a new Mac Mini - you CAN use third party Bluetooth mice and keyboards during the initial setup screen but be patient as for a long few minutes it appears to do 'nothing'!
Set your Bluetooth devices up in scanning mode (on my Logitech devices a long hold of the pair button) then the Mac will pick them up and let you proceed through setup fine
I didn't even think at the time I don't have any USB-C keyboards or mice handy!
