Third Party Lightning Cable Charges iPad mini, but not iPhone 5

I just got this charging cable in the mail today and it works with my iPad mini but not my iPhone. I cleaned out a bunch of lint from my iPhone 5 charging port but still no luck.

Is there any way to make this work? Does iOS 7 on the iPhone have a block on some third party chargers because of that one person getting zapped?

Both devices running iOS 7.0.2.

Not official 3rd party, so you get what you paid for. Also 10ft of cable might be an issue somewhere down in the cable.

I suppose, it was a whole $8 shipped so I'm not too in the whole if it ends up being a dud. Do you think they are going to un-block third party cables from working ever?
