For example, try going to this website then using three finger swipe to go back.

edit- actually when you click that it opens in a new window, so try copying and pasting it into the URL bar and then doing three finger swipe

edit 2- actuallllllly I just realized that it works but you have to have the cursor on the URL bar and it can't be on the pdf itself.
 
That's because a pdf isn't multiple images that scroll left to right..... it's one document. Use two fingers to scroll up and down.

I mean to scroll back to the page before it...
like if you were on google, then clicked a link to a pdf and want to back to google, instead of clicking the browser back button, you can do the three finger swipe.

I see you figured it out. I have Safari set to open .pdf files in a separate tab, so I never go forward/back to another page from a .pdf.
