Three fingers drag

i disabled three fingers window dragging in my macbook air so i can tap twice and hold to drag. it's working with my mba, but not in my mbp. when i disabled it in my mbp, i can't tap twice and hold the window to drag it.

is it a bug or am i doing it wrong? i'm so used to tap twice and hold to drag window so i don't want to use three fingers dragging.

System Preferences -> Universal Access -> Mouse & Trackpad -> Trackpad Options -> check Dragging
