Throttle connection of other PC on the same network

I have this housemate that seem to use up a lot of bandwidth with whatever she does online making me and my other housemate have terribly slow internet browsing. So I was wondering is there an application that can let me throttle his connection? I know there is one on windows called netlimiter, but I cant see to download that off the website. Want to see if there is a Mac solution to it.
