Whenever I go into Finder, the image previews that are already loaded turn into blank white boxes whenever I scroll. Utterly bizzare, they're loaded when I open a folder with pics in it, but then as I scroll they disappear, but they still appear in the sidebar preview, and also if I press spacebar. And it's not even that "JPEG" placeholder icon, it's simply a blank white box. Anybody experience the same? Force quitting Finder doesn't do anything as I've tried that three times, and also force quitting the Thumbnail preview process in Activity Monitor also does nothing
 
I guess you're referring to icon previews? If so, then what app created the files? Also, did the problem only start on Sequoia?

Try clearing your cache, I had trouble with the new quick look plugin systems but it fixed all my thumbnails when they regenerated:

qlmanage -r cache
