If I use a USB-C to Lightning cable connected to my Mac Mini, will it charge at 5W or at a higher wattage?

The device you are charging decides how much power to take, so it depends on what you're charging. iPhones and iPads can take more than 5W. AppleTV Remotes and AirPods probably don't.

No no, will the Mac Mini output more than 5W through its thunderbolt 3 ports. I understand that the phone ultimately decided how much power it receives but is the Mac mini capable of exporting more than just 5W
