Hi I am looking into buying a A1407 Thunderbolt Display. For this monitor does the input have to be mac or PC with thunderbolt? Can I use the display port / miniDP on a computer to send video to this monitor? Thanks.
 
No, it must be a Thunderbolt computer + Thunderbolt cable to work - otherwise, you will get a blank screen. Some PCs with Thunderbolt have been successfully used with the Apple Thunderbolt Display.

If the Mac only has mDP, the Cinema Display would probably be the best option for an Apple-branded display?
