did this ever become a supported thing? and can it work on older thunderbolt laptops (late 2013 retina) for driving bigger monitors for games?

It is officially a thing for newer macs with thunderbolt 3 and High Sierra but you don’t need an eGPU to drive a bigger monitor. You can drive a larger monitor connected via mini display port, dvi or hdmi.
