Our office is thinking about getting a Thunderbolt Hub for the conference room that can handle our HDMI projector, Ethernet and USB webcam and mic.

Obviously for Macs this is easy, but what about PC's? There's a couple of guys with USB 3.0 equipped PC's - Would they be able to plug into one of the USB 3.0 ports and have it function as a USB hub for the USB devices?

I can't seem to find a specific answer anywhere. Probably looking at the Belkin one.

Thanks!

No, that's not how the thunderbolt docks work. If you need a USB 3.0 hub, that's what you'll need to buy.
