I think this may be an odd requirement:

I am looking for a Thunderbolt 4 hub with dual PD ports, which could charge both my Macbook Air and my Asus PQ22UC portable monitor simultaneously.

All existing hubs I could find have a single PD port (>30W charging), but I need two because PQ22UC requires 65W. Unfortunately, unlike many other portable monitors, PQ22UC does not have a PD pass-through, so it won't charge my Macbook when it is connected to the monitor.

Any suggestions?

Currently, I need to use two power supplies, one for the Macbook and one for PQ22UC.
 
You are basically asking for a TB4 Dock with dual upstream ports as the upstream port is the only port with more than 15watts charging capabilities and that my friend does not exist. The best you would find is a TB4 Dock with 96watts upstream port like the OWC TB4 or the Satechi TB4 docks.

I suppose that's Intel's Goshen Ridge controller limitation. Wonder why they decided to do 15W max on downstream.

Maybe they didn’t want a super huge power adapter or two places to plug in two separate power adapters! Now you see your wishing can’t be done at this time! Maybe in 30+ years!
